There's an odd person in town

He looks like Danny Devito. You'll be making small talk with him and he'll suddenly freak out, yell as if reacting to something that isn't there and jump into the bushes or fall down and try to hide in the corner of the sidewalk like he's trying to hide from artillery fire or something.
