I'd be excited too, particularly if it were a technological (or beyond) civilization.
But I would also be surprised. Some Oxford scientists recently estimated that there is a good chance we are alone, at least in the galaxy.

As to life being a fluke, that might very well be so.
The trouble is, we have only one datum, i.e., life on Earth. With only one datum, we have no idea how probable or improbable the formation of life is. If, for example, the odds are only one in a trillion, then it is unlikely we would find any other life in the our galaxy, since there probably are not more than a trillion planets potentially suitable for life within the Milky Way.
