It's not uncommon at all here in Louisiana in the public school systems. And also in the private school systems. It's perfectly legal to use corporal punishment and the state more or less left it up to each individual school system to decide if they wish to have it or not. A good portion of them do allow paddling as a form of punishment to keep discipline. Even at the high school level. Quite frankly I do support it. I know if I got in trouble at school when I was growing up and got a paddling I got it a lot worse at home and without the benefits of having my pants up lol!
Very interesting article. I deeply regret that corporal punishment is illegal - even in private schools - here in the UK. It was certainly an effective deterrent when I was growing up. In Scotland now it is illegal even for a parent to smack their child.
