I'm now picturing a world in which people time flashers. Like they stand there, phone in hand, and are like "right, you've been showing me your tits for 47 seconds and have now passed the threshold of legality, please cover up."
I'm honestly not sure how that would be enforced, but it's an interesting concept. It'd also mean laws would have to be drawn up which would mean a discussion in parliament on the subject and that would be genuinely hilarious.
