I've never seen super mini vortexes like this, but I've never lived in tornado country either...

I would assume fake, but something attracted the dog even if the vortex is fake. And the kids didn't notice...

They are different from tornados in how they form. Most tornadoes are associated with a larger parent circulation, the mesocyclone on the back of a supercell thunderstorm. Dust devils form as a swirling updraft under sunny conditions during fair weather, rarely coming close to the intensity of a tornado. @Viper

I haven't seen any sharply defined dust vortices like that, but I have seen leaves taken up from the ground in a whirlwind pattern, maybe about 4 or 5 feet in diameter. Only lasted a few seconds, however.
