Would you say it was fair of Chuck Lorre to not only replace Charlie Sheen in "Two and a half men"

but also copy almost all episodes in a similar way with different actors?

Yes, it was fair to replace Charlie Sheen.
Charlie's ego was getting too big.
Replacing him with another actor was all they could do keep the show going, but they could have found someone better than who they did.
The one thing I noticed was that Two and A Half Men was like a more risque, updated version of the Odd Couple, which they also borrowed some scripts from.
