That’s bad. Imagine a mother with little ones who need to get home, or an old person standing in the heat, and has to deal with this. Parking over the line, while inconvenient won’t cause harm. Doing something as stupid as this could.

Would be even worse if someone carried around an old padlock, the kind that is hard to cut, and did that.

Bad, BAD idea. 90% of the time it's not the stupid driver who finds this, but the unsuspecting clerk rounding up carts. Many clerks who round up carts are "mentally challenged" (because it's a job they can do). Some will pull and pull, others will break down and start crying. (While that may seem funny to a few sick people, it isn't.)
