The wooden shoes (clogs) were used to jam the textile machines by workers of Dutch ancestry in the early 1900s, which is how this camto be called "clogged".
Another name for the wooden shoe was "sabot", and when the workers would purposefully jam tbe machines with th, it became known as "sabotage".
