Am i wrong?

I was walking back to my apartment and this lady has this tiny dog on a leash. I walk by and this dog lunges at me barking and snarling but thankfully it's on a leash and i could move away. I told her if that thing bites me there will be a lawsuit. This isn't the first time ive had to deal with this dog doing the same thing. First time i said whatever and brushed it off but obviously this little dog is vicious or something and likes to come after people. That's not ok someone should teach that dog manners and how to be around people

Yeah as a little dog owner I am really embarrassed when she loses her sh1t at people. I have no idea how she decides who to go after either.

Men/people with hats/beards seem to be her triggers. Old women are her favorite. She doesn't understand what children are and ignores them.

Small dogs have very big egos. Not sure you needed to be aggressive to the owner though by threatening a lawsuit. They had the dog on a leash. One snippy ego is enough on the same sidewalk.

It seems to me that Little dogs feel like they have to prove a point all the time. They are more yappy and mean than bigger dogs
Would you have felt better about the situation if it had humped your leg?
