Twitter and instagram, to name two, are platforms for trolling and racist abuse, without a doubt!

Should governments ban these sites or should these sites be free to allow members to spread the racist word?

Freedom of speech isn't anything anyone decides it is. It is a human right under article 19 of the Universal Declaration of Human Rights and has a definition and limitations around harm.

So freedom of speech and expression does not include allowing libel, slander, sedition, incitement, nor breaching people's rights to privacy and dignity.
