Is 3/4 days notice reasonable for a long distance relative to give to visit ?

My uncle was planning on visiting my mum I don't think he had any intention in seeing me. Even so my nan then gave him something to give to me. Anyways he told my mum on the wednesday and she told him she needed to get a parking permit so his car doesn't get clamped/fined.
He didn't bother coming in the end.
