Should I report annoying neighbors next door who turn the hallway into a playground blocking the way?

I was trying to be considerate since they have a toddler, a noisy one, but I seem to reach my limit now. With covid it is just not allowed here for little kids to go outside to any nearby parks to play, so they use the hallway in front of their doorway which is next to mine, like five steps close. To make it even worse, neither the toddler nor the parents wear any facemasks.

I can see how that would be annoying, and also potentially hazardous if they're leaving toys in the common area that you could possibly trip on.

@NotJamieM Well I hope you did. I cannot set up a playground , but whenever my brother’s family comes over, I keep the door open and talk at the top of our lungs, to make them hear what I always hear, yes I am guilty of that now. These neighbors make me forget my manners.
YES. They cannot commandeer the shared hallway.

And the disinformation campaign being what it is...*sigh* I don't know how you engage neighbors in an apartment complex about something which has become about religion...

@SomeMichGuy 😕 Whatever it is,, and yes hallway is a shared public space aside from the noise, there is so much loitering they do
