Could you be friends with someone who never made the effort to visit you or initiate plans first? [I Cherish True Friendships]

Me and this girl were friends for a good 11 years. Throughout the course of our friendship, I always felt like my mom would take me to her house or would go pick her up to stay at my house. There was never much effort on her end. Every so often, she would have her own ride, but I really see what my mom was talking about now. Today, we still message each other occasionally, but I just don't see her as a friend anymore. She is more like an acquaintance to me. I think effort should be mutual, whether the person has duties to tend to or not. We all get busy, but I think people make time for who they want in their lives.
I could do that. But not if they wouldn't even put effort into talking either. Like I have had to get rid of people that I had to hold up the whole conversation while they were monosyllable at best.
