Does a small oven bake the same as a bigger one?

Because mine always burns cake and brownie type stuff and not even that, they don't cook evenly in my oven, so I don't bake at all. I've managed to bake oats and nuts okay but I can't bake most stuff. And I have lower the temp when I do that. I'm wondering the cause.
