I see/hear different measurements from books, websites, patrons, and bartenders. What's your opinion?

Depends on the Country and if covered by law or regulation. In Australia a standard drink is 30 ml of 40% alcohol by volume spirit. About one US fluid ounce. You can buy a spirit drink by ordering a half (15 ml) Single (30 ml) or Double 60 ml)
