I mean yeah, that should really be the 'duh' position. If you raise cows, you get the privilege of dumping part of the cost of production on the rest of humanity. All the program you're referring to would do is take that externalized cost and put it right back on the people responsible. None of this communist free money.

I got curious about this because there's other efforts underway to curb methane from animals. It's a huge problem. The farming industry is responsible for about half of NZ's emissions. There's twice the number of cows and about five times the number of sheep than there are people. The money from the tax would go right back to the farmers to fund new tech and incentives. Sounds ridiculous on the surface but there's a lot to support the idea.
