They sure can be.
My neighbour is from India and he started playing the Tabla Drums for hours at least 5 days a week.
[image deleted]One night he started at 9.30 and woke me up - (I start work at 5am).
I went and knocked on his door and said you live in a block of units, show some respect and have consideration for your neighbours.
He stopped and rarely do I hear him now.

@Thexboxoneguy1991 If that is the case then they do not want to interact with you. I would ignore them and forget about it.

Omg my Chinese neighbours were drunk again last night. They are big time partiers. The wife has a serious problem though because when she’s drunk she goes to the middle if the street and screams and cries. So last night she’s screaming In the middle of the street and her husband is on the lawn screaming back at her and the little girl is singing.

I don’t really know my neighbors, but I do know he’s a fantastic pianist. Sometimes I’ll hear him playing a beautiful song through the wall. I did catch his wife in the hall once and asked about it and complimented him. She was very nice.
