I think it's pretty contextual, but often guys use this as an excuse to say disgusting shit or pretty much just explain their sexual fantasies, which by that point, its definitionally not even a compliment.
Regardless of that though, people's sense of self should probably first and foremost define whether something is a compliment to them or not.

I am known as an outrageous flirt: I think most women enjoy flirtation when the guy has no other agenda. It's really about watching for the ladies' reaction - if she joins in the game, carry on. If not, talk about the weather. I was once described by a lady as "flirtatious, but harmless". I'll live with that.

@Avaandgeorge It's understanding the boundaries: a lot of guys blow it by misinterpreting the signals. You can flirt but understand it ain't going any further by reading the body language. I will chat and flirt with women without expecting them to go to my bed: it's called "maturity".

Think of a compliment as an expression of how they see the world and them saying you look nice is saying you made their day a little less Doom and gloom
