should toronto (ontario) annex cities like buffalo and detroit?

(well maybe they don't want detroit) 🤣no, i'm not in ontario but i heard some interesting stuff on the radio on the way to work this morning.... is it true that most or many of the bills fans cross the border every sunday during football season?
