HELP DUCK FELL INTO SEWER

Outside the apartment I live in a mom duck and her ducklings were walking near one of those sewer pipe things and one of the ducklings fell through and now the mom wont leave the area with her ducklings cause she doesnt want to leave the one that fell and what if more fall in?! It's really deep and in the middle of the road. Is there anything I could do? I attached an image from google of what the thing it fell through looks like. Is there anyone I could call or does anyone have any ideas?
