You could hang around public restrooms, and when you see the housekeeping people go in to clean and replace the toilet paper, you could tell them your situation. I bet there are some who would give you rolls of paper.

Sounds though , consider getting job . I remember times were washing machines were not existent , things were washed at hand. Aslo when you travel learning how to wash is useful. In Japan toilet paper is so damn thin , they rather use water to get clean and their toilets do magic.
