It reminds me of a scene in shadow children.

Its a alternate reality book where its illegal to have 4 or more kids and of course he is a shadow child. His friend os the daughter of the chief of the shadow children detective agency she is also a shadow child.

This girl rallies a bunch of shadow children to a rally online, there are supposed to be thousands of them, in reality 30 show up, and 30 are shot dead.
