Is this why insulin is so high?

It almost looks like there is a conspiracy to eliminate public health costs by killing off those with diabetes. Curiously the majority of those affected are conservatives in low income southern states with little health care. This spike in insulin prices started in 2009. I am therefore thinking that this may be politically motivated.
