I believe that the younger sibling is being mean. She is behaving very inappropriately. In my neighborhood, most moms would have promptly arranged for her to join big sis in the corner cooling her heels (and bottom).
Those of you who know Japanese may be able to rescue her if, in fact, she is saying something comforting. The imagery suggests she is just teasing.
