Why is there such a problem for people over nakedness? [I Have Been Naked In Public]

In Berlin you can go to the park on a sunny summer day and completely strip off to sunbathe if you wish. No one sees it as an invitation to sex!

In Berlin and most of the Germany parks, swimming pools and saunas are for naked people...

I doubt if it is allowed to be naked in every public places .
