Anyone who dresses like that in winter looks like a retard. It'd be like seeing someone in a winter coat and snow boots in 95 degree heat at the beach.

[c=#008099]Have I ever seen women doing this before? Yes, it is not uncommon to see women making a fashion statement like this in early to late Springtime in Canada (March to April). Even with snow on the ground, the daytime heating can briefly get up to 24*C (or 78* F), but will go sub-freezing again by late afternoon as nightfall quickly approaches. These are not daily occurrences, but more sporadic in nature... like one day out of 7. So then, what is very common to see around the Great Lakes region of Canada on a warm winter day (and even for a day or two in February), is people wearing summer attire outside from about 11am to no later than 3pm, which may include women rollerblading or skateboarding in swimsuits along boardwalks and concrete running paths.
The particular style that these women in the photos are wearing are not what I would choose for myself, but I think your point is more closely aligned with bare torsos than the fashion choice they each have made. In terms of a bare torso, I will dress with a little belly skin revealed, but without question, it is covered up with a coat anytime that sun is not shining directly onto my navel! The fact that its winter is really quite irrelevant to how someone chooses to dress. If I end up inside a mall, the temperature is like summer in there. Why would I dress like an Inuit woman looking for her igloo in a snow storm while walking and shopping in the mall?![/c]

[c=#008099]Sure! But before I start, remember that fashion is a very personal decision. I therefore cannot really compare what these girls are wearing to what I would have worn instead if I were them.
But starting from the top picture, her sweater collar is so over-exaggerated in size that it looks out of proportion with the rest of her outfit. As well, the fabric textures of both sweaters she is wearing do no compliment each other. In fact, they are opposite in many ways. For example, too many weave patterns going on. As well, the white inside short-sweater contradicts the overly long, almost stretched-out gray sweater on the outside. What further aggravates this photo is the height of her waistband... It's way too high for the length of her outer sweater and the length of her hair. You'll also notice the shape of her navel compared to the knitted holes in her white sweater... her navel is round, while her patterned sweater holes are square... both shapes contradicting each other within the mind's eye when she is looked at, simply because her navel is too close in proximity to the square holes of her sweater.
In the middle photo, I make no comment whatsoever. Everything she is wearing is in perfect balance.
In the bottom photo, her sweater color is conflicting with the tone of her belly skin, which is slightly tanned. Her sweater needs to contrast with her skin, not attempt to match with it. As well, that color of gold-orange does nothing to enhance her facial skin tone. Her navel would look more attractive without a piercing, because it already has it's own unique natural shape.. which is 'T' shaped if you look closely behind the piercing. Ripped jeans are now showing way too much skin... meaning, a person's eye is not sure where to concentrate it's focus... on her bare belly or on her bare legs within the ripped fabric. Her entire outfit therefore, has too many distractions which causes one's eye to focus randomly, rather than focus on primary points of interest within her overall fashion statement. [/c]
