I believe both of you have it right actually. There’s many cases where someone’s lack of attention/communication isn’t meant to be taken personally because Life simply got that busy for them, but time will always be made for those who they’ve deemed important to them so when it’s shown that someone doesn’t fall into that category...especially when they’ve been led to believe that they were in it...they can be hurt by that a bit and it definitely feels personal to that person.
