Quick Q about Blocked Users...

As an adult SWeep (over 18), my feed is blocked from 99.9% of profiles of those under 18. Blocked from all except one user who seems to post a new profile every other week, one of a 13-15 yr old boy. How is this possible? I certainly don't want his profile to appear in my "Recently Active Users" feed or anywhere else for that matter.
