Is the reason why people call those in their 20s kids/children...

Because being in your 20s is like being a teenager a second time except you have more freedom and responsibilities to pull around with you? That's maybe my guess then them just being a young person. Plus most seem to act and behave like teenagers, so it would make sense to me if that was the real case here.
