When is the right time to upgrade to a new PC? [I Love Computers]

I built my PC back in 2015. Cost me $715 for all the parts. Well, now it just seems like, it's kind of done its job, and I am thinking about the next step, which would be building a new PC.

Currently mine is:

Corsair 200L Mid-Tower gaming case
ASUS M5A78L-M/USB3 motherboard
AMD FX-8300 @3.3 ghz
32GB RAM (this is the boards maximum)
windows 10 (x64)
GTX 970

I asked this on Yahoo Answers and was told something like, even with an answer, that answer might be obsolete in two years time. But really what I'm looking for is like, do you recommend Intel or Ryzen? Windows or Linux? I tried Linux Mint out, but not really sure how I feel about it. The games side of it seemed to be a bit off.

And part of my problem building a PC is that even if I build a PC with say parts that are a year old, well in about 4 or 5 years time, the technology is going to advance that it'll be obsolete again.
that's not a horrible setup today for most gaming; maybe a mobo and graphics card (and from what I hear, graphics cards are sorta like hen's teeth to find these days). $715 seems wildly low price for 32g of memory in 2015. it really depends on what you want to do, but computer hardware is always a very fast treadmill to get onto. the computers that did all the work onboard the shuttle were effectively tiny calculators for power once the launches started being frequent, but there wasn't much that they could do to get upgrades.

I prefer linux and amd for most hardware, fwiw.

@stound Oh sorry, at the time I only had 8gb of ram, the 32gb ram, and gtx 970 were upgrades that weren't a part of that $715. I had a GTX 960 at the time.

I have same CPU/mb (but with an R9) which I retroed into our old Alienware case...Ryzen7 5800X seems to be the sweetspot the 5 for value and to maximize and get the best deals I always try to wait and buy my parts on Black Friday...especially that there's a chip shortage on now....but you never know, it could get worse before it gets better - happy hunting!
