@SimplyTracie when country x is allowed to import 10 billion dollars worth of something to country y but country y is only allowed to import 5 billion dollars worth of something into country x...close enough is shrinking the difference to a point where it's beneficial to both countries

@SimplyTracie that is the negotiating part. countries don't want to have trade deficits so they want as much trade parity as is possible. You don't want to flood another countries economy with product they don't need, that's not smart trade.
