@MysterySci they cancelled all placements due to the radiation fears. This was the summer after the nuclear disaster

Accident was in late spring of 1986. I was to head over in the early summer. They tried to place me in another country, but by the time they found a family for me in Germany I had already sent in a nonrefundable deposit for housing for college.
