Its probably Elder Futhark. That is the most well known of the runic languages, also the oldest. There is a translation guide here.

Oops, I lied, looks like Younger Futhark, which is a simplified version of the Elder.

Nevermind, I think these are just runes placed around the wolf with no meaning, they seem to mix Elder and Younger runes and don't appear to spell out anything.
