It was a great line in 'The Mourning Bride' by William Congreve, who was an excellent writer. In the play it certainly seemed true for Zara (who said it).
If you want to get technical about it: No, it's not an absolute truth. There's a reason why people repeat it jokingly.
it does pay not to scorn a woman, it is much better to flatter, compliment and respect a woman 馃尯
