Twp is a Welsh word for stupid

For some weeks I've been finding myself in a banter thread with two guys in separate parts of the USA, who clearly know each other of old. On one occasion they were using the word "twp" a lot. It's a fond, non scornful way of calling someone stupid, if that makes sense, and anyway, they were using it correctly. Turns out I was at school with them
