They're not.
Some people are negative most of the time; they'll be the ones who are anxious, depressed or in some cases easily angered.
Most people have fleeting moods of negativity, especially if overtired, coming down with an illness, or having chronic stress or recent loss.
Some people are incredibly cheerful and resilient and rarely negative.
If you're perceiving most of the people around you as negative all (or most of) the time, it would help to ask those people what is bothering them.
If you listen attentively, it could end up helping them.
