Can somebody lie about who they are if they have a blue verification tick next to their name?

For example, someone uploads a real picture of themselves with the verification instructions then a few days later after they are verified they change their pics to pretend to be someone else? Does sw require monthly or yearly verification of that or once you verify, you're verified for life?

There is someone on here I am skeptical of bc they look really similar to this person on insta but they have a blue tick by their name to show they are verified
