Hmm ! I don't quite see that as an answer. I don't think that it is StreetWalkerCindy doing the blocking, but the system.
But, just maybe, she wants to be in control of everything, so can always make the first move if she stumbles over an EP person she finds interesting.
Well, it's a free world, but I would rather like a fuller explanation.
