I think he may believe what he says (even though it's a lie). I think you should not believe what he says.

A man who truly cares for you would not try to involve you in his mess. A man with your best interests at heart (which is what love should mean) would not ask you to live with heartbreak.

I think what you should say and mean is - "If and when you are free to approach me honestly and free from previous vows, if I'm still available, sure, call me and we'll talk. Other than that, stay away."

The fact still remains... He's married. He [i] wants[/i] a lot. He shouldn't even be flirting with other women, let alone asking them out. He's obviously not concerned about his wife's feelings or he wouldn't be wanting to cheat. That's not judging. That's observation. Don't fall for tactics practiced only to get what he wants. He'll say anything, then when he's done with you, what makes you think he'll worry about your feelings and not leave you? Don't fall for this.

I've been that guy. He's highly unlikely to leave his kids for you. If he's any kind of dad, he won't be able to - and if he does, he's maybe not the kind of man you want to be with.
Depends to some extent how old they are and what the marital problems are.
