How would you feel if you heard a man saying

That he didn't want to get married, because "marriage isn't what it use to be too many people so quick to get a divorce today, just because someone looked at someone else." And that he doesn't want to go through that anymore.

It means he hasn't found the right person yet. If this is a guy you're dating, he's telling you he isn't interested in marrying you. If it's just a guy you know talking, he's been hurt and is fearful of going through that kind of emotional & financial pain.

Marriage shouldn't be the "next step" in a relationship. When you get married, it should be because the relationship has reached the point where you might as well get married so you can get the tax reduction and social security benefits.
The real reason why divorce rates are higher than they used to be is because it used to be more difficult just to get a divorce. Now you don't need to have both spouses present to file for divorce, which is amazing for people who are in abusive marriages.
If the reason why he doesn't want to get married is because of the commitment issues, that's a red flag. It's true that feelings change and even couples that don't have too many conflicts will fall out of love, but that doesn't make those marriages less valuable.
