A middle-aged Asian woman approached my dad very sneakily put a red bracelet on his wrist and asked for a donation. Was my dad conned?

She also gave him a shiny card that says 'Work Smoothly Lifetime Peace.' My dad gave her 5 dollars in petty cash that she put in her fanny pack. At first he thought she was blind because she wasn't giving any eye-contact, but then he could tell she saw the other coins in his wallet and put her hand out wanting more. He told her 'no more' and she walked away. I think this woman was a scam artist and should be reported to the police, but my dad doesn't care. This woman did not have a shaved head nor was she wearing an orange monk's robe. Have you ever been approached by someone like this.

This is a common thing...it isn't really a scam but by putting the bracelet on someone it makes them feel obligated to give something rather than take the bracelet off and give it back.
Kind of like the bums that rush to wash a windshield then beg for money.
