Yes. Insert a Foley Catheter and inflate it to 8ml to start with.
If your age given in your profile is correct a 16fr Foley should do the trick. Of course, larger would do better and be far more stimulating and you can inflate the baloon larger. ;-}

Maybe using your hands you can hold yourself and drink a great deal of liquid and keep it going. You might leak but if you sit on a towel and keep drinking and hold tight your bladder should expand and stretch. I don't really know anything you could plug up your urethra with though other than that

Drink lots of water of course, sit on a hard surface...legs closed and clenched and keep drinking.

OR more 'extreme' measures are faster and more "immediate" if you want to go that way"

How do you propose to accomplish your engorgement then. Perhaps that is the place to start?

I cant get a catheter tho. and the balloon wouldn't be how I filled my bladder
