35 years ago, when I worked with people who were then described as "Retarded Adults" the clients themselves protested the word asking that the word be removed from their diagnosis/files...they themselves did this...the retarded people...it's no different to them than nigger is to black people, faggot to Gay men. It's dehumanizing...they are SO not stupid. They are intellectually Challenged. Sorry if this is too PC for you. It's offensive

well when you have relatives or maybe had a learning disability yourself and are very Self-conscious, someone saying that can seem a little insensitive ,
if it was say your Brother or Sister and they already don't want to go anywhere because they can't take heartless people in general ,and then they hear "don't be a retard or tard ,and they are hurt by it ,even if it wasn't directed at them ,
I have an autistic brother in law ,2 special needs grandkids ,so i can get someone taking offense
