Would bullying finally be handled if schools with so called “zero tolerance” policies actually expelled the little shits who are caught?

From what I remember (although, it might have altered now) the victim of the bully was the one who had the firmer of reproaches. The bully was seen as the one to whom all must rally round and offer support to make them feel better!
Yes but most of the times, and I went to these schools, they don’t even believe the victim so

probably not: not least because in at least some of them, it's the victim of bullying that strikes back, that gets labelled as the bully, for basically rebelling against 'the established order' and getting above her/his place
