Why is Chicago called the Windy City?

My liberal friends in Chicago insist that nickname has nothing to do with the weather or wind gusts from lake Michigan. They claim Chicago is called the Windy city because of the corrupt political climate. I think that's just a way to defend the nickname when Chicago actually isn't as windy as some other cities.
