Do you know the meaning behind the saying of "If you need anything, just let me know"?

I've encountered some people who had said that to me...saying like "If you need anything, just let me know."

However, so far...I realized that it's not exactly 'anything' or like they will be there when I asked them.

I mean like...what are they trying to say when they said that, or it's just about "letting them know" because they never said that they will give it to me.

Hey, forgive me if I made you to think that I was too negative.
I was stating that all based on past experience and I am seriously not interested in being negative.

I was very specific in that and in some ways, it's like there is one statement but people view it differently. So it's not mutual.

It's been more than ten days since I last logged in and I have moved past this question/post.

I just want to be clear with you that I am moving past this and I am not interested in being 'negative.
