Why is blocking them the next step from them not answering?

@SW-User I never block for it. I was talking to somebody and some of my answers would come right away. Sometimes if I was on but not actually at my laptop it would take up to 30 mins. I don't think they ever waited longer. Today I had a message from them saying hi 19 mins had passed and the next message that was like 6 mins after the first and it was well bye and I was blocked.

I'm not sure I follow the question, but I'd wager if you're asking it, you're probably done talking to that person anyway.

Personal perspective, I won't block someone if I'm waiting for an answer. When I go passive aggressive, I'll just ignore them until one or both of us go away.
