Does giving permanent aid to other countries help or hurt their growth?

Depends at least partly on who gets the money; if it's used to make the local politicians rich, it does nothing for the country. IF it's used for providing clean potable water, schools, etc., it can help.

@gol979 Israel doesn't have to spend too much of it's own money on military stuff. It solidify its presence in the middle East. The world is safer because of that.
