There are always waiting lists for subsidized housing. You can't get right in and some on fixed incomes and at poverty level don't have money do go else where nor relatives to stay with while they wait. Often, a low cost bad neighborhood is the best someone can do. If there were alway choices, homelessness wouldn't be a problem either.

Presumably then you'll be charitable enough to dig in your pocket and fund any family that wants to move out of a high crime neighbourhood to a safer place?

A couple of reasons: They tend to be rented accommodation and not cheap, tens of millions in America live week to week and have no option but to live where they do. And as no-one is going to dig them out they stay where they are even though they don't choose it.

You mean like people from rural, remote areas of the U.S. have a choice to join the military, work a fast food job or strip?
