Lamdscape paper?
Not heard of it.
But of ur meaning something like 'weed mat' but made of paper...then, yeah... It has it's uses - retains water, stops weeds from germinating.
So long as it doesn't stop tje worms from surfacing when it rains...
Then all good.
But if it does... You will lose all the worms in your soil.. And they are natures little soil engineers
...worth their weight in gold!

I did once. I find newspaper does the same thing and more cheaply. Happy gardening.

No... save your money.
The way to control weeds is mow them down, then cover with cardboard and finally some thick layer of straw. Problem solved.
